Sometimes the Licensing Board is asked to issue a "Statement of Reasons" explaining a decision, in addition to notifying affected parties. We always notify affected parties of decisions, but we only issue a "Statement of Reasons" if someone involved asks for one. The Licence Applicant or Licence-Holder, and the Police, can always ask for a "Statement of Reasons".
